The City of Swan is requesting submissions from ratepayers, regarding the proposed rate rise.
CEO Stephen Cain explains: ‘Per section 6.36 of the Local Government Act 1995, notice is given to the ratepayers of the City of Swan’s intention to levy the following differential rates for each rating category for the 2025/26 financial year.’

Following the Special Meeting of Council on 28th of April, Councillor Ian Johnson, in his May newsletter, said :
‘My alternate motion to advertise a zero percent rate rise budget was lost 5/7 with one Councillor on leave and one Councillor an apology.
Councillors in favour of my motion to advertise a zero percent rise were Cr Catalano, Cr Singh, Cr Knight, myself and Cr Howlett.
Against a zero percent rise were Cr Aringo, Cr Bowman, Cr Jones, Cr McCullough, Cr Zannino, Cr Predovnik and the Mayor. All 4 Ellenbrook Councillors support advertising a 4% rate rise.
Let’s be clear, national inflation is 2.4% not 4%.’

The Statement of Objects and Reasons for the above differential rates was adopted for advertising at the Special Meeting of Council on Monday, 28 April 2025. These are available for inspection at the City of Swan Administration Building, 2 Midland Square, Midland between 8am and 5pm Monday to Friday, at all City’s Libraries and on the City of Swan’s website: www.swan.wa.gov.au/public-notices.
All submissions in writing regarding the proposed differential rates should be submitted online by 5pm on Friday, 23 May 2025.
Once Council has considered the submissions for the differential rates, the 2025/26 budget (with or without modification) will be adopted.
